Definition of zero-based budgeting

 

Zero-based budgeting is a budgeting technique that takes a completely fresh start and avoids using historic / past data as a starting point for budgeting. Budgets are therefore drawn up on the basis of what is needed now as opposed to being derived from what was needed in previous periods.
